i Guess, its a 16 bit environment emulator which helps run c++ compiler, a msdos program on Win7 :)

Why do you want to use a msdos c++ compiler? Microsoft visual studio works fine on win 7.

MS Visual Studio is much much better. You should use that instead of a dos compiler. Or you can use Eclipse too. These are easier to use.
